This method can be called only if the Value Representation of the Data Element is
DicomVRType.AE, DicomVRType.CS, DicomVRType.LO,
DicomVRType.LT, DicomVRType.SH, DicomVRType.ST,
DicomVRType.UI, DicomVRType.UT, or DicomVRType.PN.
