Re-enables the fixed state of an AnnObject.

Remarks

This function re-enables the fixed state of one or more AnnObject. It is to be called after the fixed state as been temporarily disabled by a call to PushFixedState. Fixed annotations are independent of the Transform. The result is that they do not scroll or move with the underlying image. For more information, refer to PushFixedState and SetFixedState.
