Initializes the LEADTOOLS Internet DLL.

Returns

SUCCESS	The function was successful.
< 1	An error occurred. Refer to Return Codes.

Comments

This function initializes the LEADTOOLS Internet DLL. This must be the first function that is called before using any other Internet functions. For each call to L_InetStartUp, there needs to be a corresponding call to L_InetShutDown.
