Initializes a text file for logging conversion operations data.

Comments
Use the IltmmConvert::OpenLogFile function to initialize a file to log data about conversion operations. Use the ltmmConvert::CloseLogFile function to stop logging data to the file and close the file.
If the passed file name to the filename parameter is NULL, then the function will return an error.
If the passed file name to the filename parameter currently exists, and the ltmmLogFile_Append flag has not been passed to flags parameter, then the existing file will be overwritten.
