Initializes the LEADTOOLS Peer-to-Peer DLL.

Comments

This function initializes the LEADTOOLS Peer-to-Peer DLL. This must be the first function that is called before using any other Peer-to-Peer functions. For each call to LInet::StartUp, there needs to be a corresponding call to LInet::ShutDown.
