LEAD Video Deblocking Filter

If the block size and first block offset do not match the blocks in the passed video sample, the filter is not expected to give satisfactory results. Two algorithms are currently offered to perform deblocking, 2-Lines and 4-Lines. The filter exposes its functionality through both user and programming interfaces.
