true to insert the "Trigger Time Offset" (0018,1069) element (that corresponds to this waveform group) into the dataset and then set its value, false to delete the "Trigger Time Offset" (0018,1069) element (that corresponds to this waveform group) from the dataset.

New trigger time offset.
