The picture is used by this AnnVideoObject while in design mode, in run mode, the video object will play the video file set in FileName.
If you set an empty AnnPicture (a picture that has its AnnPicture.Image value set to null (or Nothing in Visual Basic), this AnnVideoObject will use the picture defined in the DefaultPicture property.
