DoExecute Method (ApplyToAllSubcellsCommand)

Changes the value of the ApplyActionOnAllSubCells and apply that to the Leadtools.MedicalViewer.MedicalViewerCell.ApplyOnIndividualSubCell for all cells in the Leadtools.Medical.Workstation.WorkstationState.WorkstationHostViewers
