If you set an empty AnnPicture (a picture that has its Image value set to null (or Nothing in Visual Basic), this AnnPointObject will use the picture define in DefaultPicture.
If this property has a valid image, the AnnPointObject will draw this picture around CenterPoint.
If this property does not have a valid image, the AnnPointObject will use Radius to draw an ellipse around CenterPoint.
