Extends the AnnEditDesigner class to provide functionality for editing the special selection object on an annotation container.

This class is used by the automation manager as the edit designer for the following objects:

Note that this designer sets the default value of AnnRectangleEditDesigner.MinimumSize to be 90, 90 container units.
