Checks whether the given raster file format supports markers.

Comments
The L_LoadMarkers and L_EnumMarkers functions can be used to read the markers stored in a file. If the file format supports markers, such as EXIF, then these functions will successfully return the markers stored. However, if the format does not support markers, such as BMP, an error will be returned by these functions. You can use the L_MarkersSupported function to check if the file supports markers and only call the read markers functions if the return value is TRUE.
