Creates a paint palette for the bitmap for the specified device context.

Handle of the Windows device context, to be used for creating the paint palette. |
Returns
The new palette handle.
If the bitmap does not need a palette to be painted, this function returns NULL.
Comments
Use this function to create a paint palette for the bitmap, for the specified device context. This will update the internal palette for this bitmap with the newly created one. The return value is the handle of the created palette. You should not delete this handle because it will be used when painting the bitmap.
