The LEADTOOLS Virtual Documents Library can be used to construct documents consisting of pages from different input documents.

Attached is a sample project which demonstrates this functionality. Unzip it to its own folder in the "C:\LEADTOOLS 19\Examples\DotNet\CS" directory and run from Visual Studio. Note this requires the most recent remaster of the LEADTOOLS SDK to be installed to function correctly. The remaster can be accessed on our downloads page:

To use the demo, open an input document and double-click pages to add it to the finalized document. These pages can be subsequently rearranged. This demo is built on the Page Arranger demo and may still contain some references in code to it. This original demo can be accessed on our site.

I've made a small update to this to demonstrate strictly as proof-of-concept acquiring from a TWAIN device as well to add pages to a virtual document.
