Sets the animation playback delay for the bitmap list item.

Comments
This function sets the animation playback delay in milliseconds (ms) for the bitmap item at position nIndex inside the bitmaplist. If you want to set the same delay for all items, set nIndex = ANIM_ALL_ITEMS.
Positioning within the list is zero-based.
