The AnnotationsEnabled Property is available as an add-on to the LEADTOOLS Document and Medical Imaging toolkits.

Property Value
true to allow external viewers and editors to add annotations and comments to resulting PDF document; otherwise it is false.For an example, refer to PdfDocumentOptions.
This is one of the owner access rights that can be granted or denied in the created PDF document. For more information, refer to the Protected.
EditEnabled is only used if the value of Protected is set to true.
Note that AnnotationsEnabled is not supported when PdfDocumentOptions.DocumentType is PdfDocumentType.PdfA.
