Comments
The LVectorBase::EnumLayers function calls the callback function as it gets a pointer to each each vector layer.
To use the LVectorBase::EnumLayersCallBack, you must derive a class from LVectorBase and override the LVectorBase::EnumLayersCallBack member function. Note that this callback does not return an LVectorLayer object.
You can attach pLayer to an LVectorLayer class object and call LVectorLayer::GetLayerDesc to get detailed information about each enumerated layer.
