This function toggles the "allow" permission for the specified IP filter and combines the new entry with the existing collection. This has the effect of deleting the entry. The resulting collection is always a normalized list covering the complete IP address range. Call Count to obtain the resulting collection's IP filter count. If the method fails, an error is raised.
