We are converting from ImageBasic (IB)to Leadtools for image processing and one feature IB has for deskewing is using a Max Area % to use for the deskewing command. The rectangle it uses starts in the upper left of image. Any suggestions or code sample to be able to replicate this ?

If your main goal is Deskewing, we have Deskew functions and other related image processing functions. To know more about Deskew in LEADTOOLS, see the following links:
1. If you are a C/C++ Programmer:
http://www.leadtools.com/help/leadtools/v18/main/api/dllref/l_deskewbitmap.htm
2. If you are a .NET Programmer:
http://www.leadtools.com/help/leadtools/v18/dh/po/leadtools.imageprocessing.core~leadtools.imageprocessing.core.deskewcommand.html
If this is not what you need, please send me full details about your requirement.
