I want to give the user the ability to measur distances in images. For ex. I have a scanned image attached which is letter size 8.5 x 11 inches and I know the distance between the 2 green points is about 4 inches. How can the user of my program measure the distance between any 2 points on the image using LeadTools?

Rera,
If the image is saved using the correct resolution, which appears to be the case for your sample image, you should be able to use the Ruler annotation object in LEADTOOLS Document Imaging to accomplish this.
I loaded your image into our main annotations demo and used the Ruler object to get the distance, as shown by the attached screenshot.
