TIF files seem to use OCR just fine to produce a searchable PDF, but MODCA files do not get OCR treatment (nothing in the logs show that pages are having OCR applied).
Is OCR just not supported for AFP/MODCA?

Could you clarify which LEADTOOLS technology you're using? Is this occurring with our OCR framework or the DocumentConverter?

I'm using the eval version of LEADTOOLS21 (Download Manager calls it LEADTOOLS Recognition, Document, Medical. Imaging and Multimedia Evaluation), and running the DocumentConverterDemo .Net sample code.
TIFF inputs become searchable PDFs, AFP/MODCA inputs become plain non-searchable PDFs (with the same configuration settings). The image quality of the input MODCA files is not as clean as the input TIFFs, but still legible.

This may be an issue with how the DocumentConverter recognizes this file format. In the "Options" tab could you uncheck "Use SVG conversion" and set "SVG images OCR recognition" to "Always"? If this doesn't produce a searchable PDF, does our primary OCR demo do so?
