LTMM Error: A connection attempt failed - Leadtools.Multimedia.PlayCtrl error when setting SourceFile property to RTSP URI

Using Leadtoold multimedia SDK v23.0.0.32

Build a simple WinForms app (LeadToolsPOC.exe), running .net framework 4.8. x64. reference the Leadtools.dll and Leadtools.Multimedia.dll
Added SetLicense() function and use evaluation license.

When setting the play.SourceFile property to IP camera RTSP stream is working fine.
When setting the play.SourceFile property to NVR camera RTSP stream terminates the process with an error:
The program '[16152] LeadToolsPOC.exe' has exited with code 3221226356 (0xc0000374).

Using a try-catch block does not catch the exception.

Both RTSP URIs are working fine on VLC player.

Please assist me.
