Hi here,
I have leadtools vector V14.0 (programming VB 6.0), and I am trying to convert a raster file to a vector file. At least, it is the idea. However I get this "LEAD Error: Vector capability is required to use this function"

LEADVector1.Reset VECTOR_RESET_ALL
LEADVector1.ForceRepaint
LEADVector1.AutoRepaint = True
LEADVector1.Save "c:\testing.dxf", FILE_SVG

If not, is there a way to make the image to a vector image?

Do you own the LEADTOOLS Vector Imaging toolkit, or have a
free evaluation edition? If you don't have either, vector capabilities will not
work.
Also, unless the WMF file contains vector objects, it will
not convert to a true vector file.
Note: naming an SVG file with the .DXF extension can
lead to confusion.

At the end, we find out that we need an unlock code ???, and we get it on Monday.
hmm, does this work?
step 1. open a WMF in vector control
step 2. save that image in dxf
step 3. open the dxf image in vector control
step 4. resize it.
Do we have vector image in resizing??

WMF files can contain drawings (vector objects) and they can
contain Raster (Bitmap) images.
If the file contains vector objects, loading it with the
LEADTOOLS vector engine and saving it to DXF should work, but you can't always
expect all objects to retain all of their properties, because different file
formats don't always have identical support for all types of objects.
About the resizing part, you can modify any object inside
the file using our toolkit.
