It is possible to load PDF in "vector mode"?

Hi,
I need to load PDF files and export the content in WMF format, but all the content loaded is raster...
The text included in PDF is not a bitmap... ¿It is possible to load this as curves for use this whit Vector control?
(Acrobat Reader can scale the text in PDF up to 6400%, we need this possibility...)

Our toolkit always loads PDFs
as raster images.
The only way to improve display
quality is to rasterize at a high resolution value during loading. To do this,
set the PDF loading resolution options to high values, such as 300 or more.
However, the resulting image size in memory will grow
considerably with DPI values (a square factor because it's proportional to DpiX
* DpiY).
