I think currently Leadtools 15 uses ScanSoft 12 engine. Is there a new version that uses latest version of Scansoft (15)?

No. Version 12.7 is the newest version of Scansoft (now Nuance) we have available in our toolkits. We do not have any plans at this point to upgrade the OCR engine. If we do, it will not be until a major release such as 16 or 17.
