Does Pixel Size for image (files) vary depending on the resolution of the image

If I understand your question correctly, you are wondering if an image that is 150 dpi look twice as large as the same image at 300 dpi.

The answer is yes and no.  In regards to printing this would be true, but for displaying on your monitor it is not necessarily true.  Most viewers just treat a pixel as a pixel, so the size of your image on the monitor will only depend on the screen resolution (1024x768 vs 800x600, etc.).
