Hello,
What LEADTOOLS version (14, 14.5, 15, etc.) are you using?
What LEADTOOLS Programming interface (DLL API, C++ Class Library, .NET Objects, etc.) are you using?
Do you want to draw the circles programmatically or interactively?

I have created a short demo that is based off of the annotations demo listed in the help file entitled "Creating and Using Annotations".
This demo allows the user to draw ellipses with the click of a mouse and move them by mouse using automation. I've also added a button and method that will show how to programmatically create annotations and move them.
