This builds off of the example found here:

This C# 2005 project uses the v16 .NET interface and show how to:

1. Create and use a custom action that zooms to a rectangle selected with the mouse
2. Set the scale mode with MedicalViewerCell.SetScaleMode
3. Manually set the Scale and Offset actions with MedicalViewer.SetActionProperties
