There is no explicit limitation from the DICOM specification for the number of frames stored in a dataset; however, there are physical limitatations. The Number of Frames tag (0028:0008) is an Integer String type. It will have a limit for the number of frames it can store in the tag. Also, the Pixel Data will also have a limits with the encoding.
Essentially, no one has ever tested the limits of this boundary, so there has not been a need to make note of it.
LEADTOOLS will not limit you in the number of frames stored either.
