This still fails on some machines with the same error. The patched dll did not change the behavior.

Using the code above, can you remove all references except for Leadtools.dll and Leadtools.Codecs.dll. Then in your code only call RasterCodecs.Startup(). Comment out all the other code. See if you get the bad parameter error.
