I have read that MPEG4 decoders can optionally have an in-loop deblocking filter. Does the LEADTOOLS MPEG4 decoder have such an in-loop deblocking filter?

Our MPEG4 Decoder does not support deblocking and as far as we know, it is not part of the standard. Deblocking is however part of the H.264 standard and our H.264 codec supports it.
If you want Deblocking for MPEG4, you need to use the LEAD Video Deblocking Filter that ships with our Multimedia toolkit.
