Question about LeadV122.lic

I notice that every time when I execute my program (writed in C++, include the code L_UnlockSupport and to realize the OCR word), the LeadV122.lic file will be modified. Is this normal? I think it should not be modified in any time. Isn't it? Thank you for your response.

The file LeadV122.lic is a license file.
It is used by OCR engine. Therefore it's being accessed by the nuance communication inc. and our toolkit does not access it at all.
