I Have A Problems In Worklist SCP about Character Set。when we use Worklist SCP Demo receive Conditions like ：
Patient Based Query
Patient Name: 张三
Patient ID:
Accession Number:
Requested Procedure ID:
if Patient Name maybe (utf-8,gbk),How Can I judge utf-8/gbk ，and how to translate it to GB18030

Annex J in Part 5: Data Structures and Encoding of the DICOM specification explains about character sets and person name value representation using Unicode UTF-8 and
GB18030. In particular, it gives examples of how the value of Character Set attribute (0008,0005) determines the encoding used in the data set.
