I want to implement a lights out annotation process.

I've been searching and have yet to find information on how to annotate an image without loading it into the viewer.

Take a look at this forum post. It has a demo of how to burn annotation data into an image with and without using a RasterImageViewer object.

Note: this sample is for v17, so a few of the methods in the demo are no longer needed in v17.5 such as RasterCodecs.Startup() and RasterSupport.Unlock(...).
