Changes from Version 18 to Version 19

Version 19 of this C API has changed from version 18 as follows:

• LEADTOOLS TWAIN C API / C++ Class Library now gives the user the ability to determine which TWAIN specification (TWAIN v1.9 or v2.x) is currently selected.
