Changes from Version 17.5 to Version 18

Version 18 of this C API has changed from version 17.5 as follows:

Feature Updates:

• LEADTOOLS DLLs; (except LEADTOOLS Common Dialogs); no longer require the DLL version of the Microsoft C/C++ Runtime.
