true to insert the "Trigger Time Offset" (0018,1069) element (that corresponds to this waveform group) into the dataset and then set its value, false to delete the "Trigger Time Offset" (0018,1069) element (that corresponds to this waveform group) from the dataset.
offset
New trigger time offset.
Return Value
true if the trigger time offset was set successfully, false if an error occurred.
