Pointer to an IltmfCapture interface.
Pointer to a variable that receives the video device collection interface pointer.

The returned IltmfDevices interface is used to enumerate the available video capture devices. See ltmfDevices for details.
If the function succeeds, the caller must free the returned interface pointer by calling the interface's Release function.
