Retrieves a device independent bitmap during a ltmfCapture_Mode_Still capture.

Pointer to an IltmfCapture interface.
Value containing the maximum time, in milliseconds, to wait for the image.
Pointer to a variable that receives the phDIB handle.

If the function succeeds, the caller must free the returned HDIB by calling the GlobalFree function.
If TimeOut is INFINITE, the function's time-out interval never elapses.
