These capture devices must be locked before any call to other IltmsLiveStreamDevConfig functions.
While locked, existing live streams will be paused until the capture devices are unlocked.
IltmsLiveStreamDevConfig::UnlockDevices must be called for each call to IltmsLiveStreamDevConfig::LockDevices to unlock the capture devices.
