Creates a new live stream object.

Pointer to an IltmsLiveStreams interface.

You must call IltmsLiveStreams::AddLiveStream or IltmsLiveStreams::SetLiveStream in order to commit the live stream to the collection.
If the function succeeds, release the returned interface pointer by calling the interface's Release method.
