Stateless # get (AnnRenderingEngine)
true if this rendering engine is stateless; otherwise, false. The default value is false
Some rendering engines can have a state, where each annotation object is associated with a state (or an element) such as SVG or XAML.
If the engine supports state, then the engine will call IAnnObjectRenderer.AddObject and IAnnObjectRenderer.RemoveObject as well as IAnnObjectRenderer.Render to allow the object renderer to create a state (or element) for an object.
