Version 13 of the LEADTOOLS DICOM C API has changed from Version 12.1 as follows:
LEADTOOLS DICOM C API now supports JPEG 2000 compression of Pixel Data Elements.
LEADTOOLS DICOM C API now supports the security to DICOM communication.
LEADTOOLS DICOM C API now supports annotation files stored in DICOM data sets.
