Changes from Version 17.5 to Version 18

Version 18 of this C API has changed from version 17.5 as follows:

Feature Updates:

LEADTOOLS DLLs (except for the LEADTOOLS Common Dialogs) no longer require the DLL version of the Microsoft C/C++ Runtime.
LEADTOOLS now provides C libraries for LINUX.
