Gets the current action callback function along with the user data, which were set using the L_DispContainerSetMouseCallBack function.

This function is similar to L_DispContainerGetActionCallBack but with more information provided, like the mouse position. cell index, sub-cell index, rectangle that contains the sub-cell, and a rectangle that contains the bitmap display rectangle.
