Gets a value that indicates whether the SSF protocol is enabled.

pNetworkProperties	Pointer to an IltmsNetworkProperties interface.
pVal	Pointer to a Boolean variable that indicates whether the SSF protocol is enabled.

	VARIANT_TRUE
	VARIANT_FALSE
