L_Matrix_SetOffsetY
Summary
Sets the value of the third row and second column of the specified L_MATRIX.

Parameters
L_MATRIX* matrix
Pointer to the L_MATRIX that will be set.
L_DOUBLE value
The value to set.
Returns
None.
Comments
The offsetY member is so named because it specifies the amount to translate the coordinate space along the y-axis.
The L_MATRIX is stored using row-major order and has the following structure:
