Retrieves the target device collection object.

Pointer to a variable that receives the target device collection interface pointer. |

The returned IltmmDevices interface is used to enumerate the available output devices, and to select a device for capture output. See IltmmTargetDevices for details.
If the method succeeds, the caller must free the returned interface pointer by calling the interface's Release method.
