This function will set the physical pan values. These pan values are in pixels. This function can be used to scroll the vector image. This function will return ERROR_FEATURE_NOT_SUPPORTED if auto scrolling is enabled.
Assumes pVectorWindow points to a valid LVectorWindow object
This example pans the image 5 pixels horizontally
